1998 – Present Director, Sussex County Sheriff’s Office, Division of Emergency Management and 9-1-1 Coordination, 39 High Street, Newton, NJ 07860. Exercise the statutory responsibilities of emergency management and 9-1-1 coordination including mitigation, planning, response and recovery modalities relative to manmade and natural emergencies in Sussex County. Major disaster management experience involving floods, explosions, hurricanes, Nor’easters, etc. Strong emphasis on domestic preparedness for terrorism. Managed local response to World Trade Center/9-11 and Hurricanes Ivan and Katrina. Numerous citations for planning and response activities. Extensive grantsmanship.

1993-1998 Air Medical Coordinator, University of Medicine and Dentistry of New Jersey, Division of Emergency Medical Services, 150 Cabinet Street, Newark, NJ 07107. Retired – 1998.
Responsible for the medical component of the NorthSTAR Air Medical Program in cooperation with the New Jersey State Police which provides the flight component. Duties also included management and command responsibilities for University Hospital EMS which provides BLS, ALS, Rescue and EMD services to Newark, East Orange, Elizabeth, Camden and Newark Liberty International Airport. UHEMS handles in excess of 120,000 calls annually. Incident command experience in World Cup Soccer ’94, Pope John Paul/President Clinton Visit ’95, Blizzard of ’96 and NJ Transit Train Crash ’96.

1971-1993 Chief of Police, Byram Township Police Department, 10 Mansfield Drive, Byram Township, NJ 07874. Served as first chief of police for a residential/lake resort community of about 9,000 and covering 22 square miles. Department received local, state and national recognition particularly in areas of traffic safety and community service. Lead investigator in Karen Ann Quinlan Right-To-Die case. Citations for exceptional performance and rescues. Also served as interim/acting township manager and emergency management coordinator. Retired 1993.

1986-1993 Director, Sussex County Police Academy, 10 Mansfield Drive, Byram Township, NJ 07874. Responsible for NJ PTC certified special police training and in-service training for regular officers.

1976-1984 Ex-Officio Administrator, Sussex-Morris Regional Police Communications Network, Hopatcong, NJ. Responsible for a communications center that served eight communities in three counties.

1969-1971 Coordinator, Law Enforcement Program, County College of Morris, Randolph, NJ. Adjunct professor 1971-1977. Developed and taught in the associate degree program which was the largest in NJ. Extensive grantsmanship.

1966-1969 Police officer/detective, Chatham Borough Police Department, Chatham, NJ. Citations for investigations and rescues.

1985-1999 Mobile Intensive Care Paramedic, St. Clare’s Hospital, Dover, NJ. Retired.

1960-Present District Firewarden, New Jersey Forest Fire Service, Main Street, Andover, NJ 07821.  Responsible for wildland fire suppression and investigation.

1976 University of Virginia, Charlottesville, VA. Masters level certificate for completion of graduate level core curriculum at the FBI National Academy. Honors.
